The first note from Richard Elliot ‘Moomba’, sets the mood for ‘Chill Factor’ and that mood is smooth. Like Boney James, Elliot makes the tenor saxophone sound like an extension of the human voice; his performances especially on tenor sax are outstanding and consistent. Tracks such as ‘Who’, ‘On The Fly’ and the title song possess that ‘just right feel’ and remain so of the most memorable songs in Smooth Jazz. Drummer Lil Jon Roberts and bassist Alex Al compliment the warmth of Elliot’s sax with some relaxing and non intrusive time keeping and rhythms. The obligatory vocal track ‘This Could Be Real’ is delivered by the sultry and soulful Siedah Garrett. 1999 was a great year for Smooth Jazz and ‘Chill Factor’ was one of its highlights
